London Talent Pathways and Routes into Work
London Talent Pathways (LTP) is a Mayor of London programme, managed by the Greater London Authority (GLA), that connects vocational training with opportunities to enter work or progress in a career. It helps Londoners develop skills for occupations that employers need, with support to overcome barriers along the way. Explore the GLA’s London Talent Pathways programme.
For someone returning to work, changing direction or trying to move beyond a low-paid role, choosing a course is only one step. Understanding where that learning can lead, and getting help to take the next step, matters just as much.
Why London Talent Pathways was introduced
London’s employers need skilled people, yet many residents face difficulties accessing the training and opportunities that would help them move forward. LTP was developed to bring those needs closer together.
The programme follows earlier Jobs and Skills for Londoners funding arrangements that concluded at the end of the 2025–26 academic year. Its development supports the London Growth Plan and Inclusive Talent Strategy, which aim to connect economic growth with wider access to good employment. GLA background to London Talent Pathways.
The GLA published the LTP prospectus in October 2025, with programme delivery starting from August 2026. The original funding framework covers 2026–27 and 2027–28, with a possible extension to 2028–29, subject to the relevant conditions.
Across the programme, funding comes through the Adult Skills Fund (ASF) and Free Courses for Jobs (FCfJ). Individual providers may deliver through one or both funding streams. London Talent Pathways prospectus.
Who London Talent Pathways supports
LTP supports eligible London residents aged 19 and over, with a particular focus on people who face barriers to employment or career progression. Priority groups include:
- People who are unemployed or in low-paid work.
- Adults with no qualifications or without a Level 2 qualification.
- Young Londoners aged 19–23 and adults aged 50 or over.
- Disabled Londoners.
- Londoners from Black, Asian and minority ethnic backgrounds.
These priorities are intended to widen access to industries where some Londoners are underrepresented. GLA equality and participation priorities.
Eligibility also depends on the course, age requirements for the funding year, residency and immigration status, previous learning and other funding conditions. A training provider will check these before confirming a place.
What LTP aims to achieve
London Talent Pathways brings learning and employment planning together. Its aims include helping people to:
- Develop practical skills relevant to a chosen occupation.
- Move into employment or progress to a better role.
- Build the foundations for further vocational learning.
- Access support that makes participation and progression more achievable.
Employers also benefit when training reflects the skills they need in their workforce.
The GLA’s published application guidance sets minimum expectations for providers: at least 35% of unemployed learners should move into work, and at least 35% of employed learners should progress within work. These targets apply to programme delivery; individual job outcomes vary. GLA employment outcome requirements.
Which sectors London Talent Pathways covers
The programme prioritises vocational training linked to these sectors:
- Financial, professional and business services.
- The experience economy, including hospitality and retail.
- Digital.
- Creative industries and technologies.
- Construction, including green construction.
- Health and social care.
- Life sciences, within frontier innovation.
Each provider offers particular courses and sectors, so applicants should check the training available locally. GLA priority sectors.
How employers help shape the training
Employer involvement is central to LTP. Providers are expected to work with businesses when designing training and developing routes into employment. This helps connect course content with actual vacancies and workplace expectations.
For example, a digital marketing learner might practise responding to a campaign brief, explaining an audience choice or presenting content ideas. These activities can help a learner explain what they can do when speaking to a potential employer.
Businesses can contribute through curriculum feedback, industry talks, practical activities and recruitment opportunities. Employers interested in supporting learners can explore partnership opportunities with Intech Centre.
Why English and Maths support matters
Vocational learning is easier to apply when learners can communicate clearly and work confidently with numbers. In a creative or digital role, that might mean writing a client email, understanding a brief, checking an advertising budget or interpreting campaign results.
At Intech Centre, eligible vocational learners can receive assessed wraparound support through Functional Skills English and Functional Skills Maths. Initial and diagnostic assessments help identify the appropriate learning need and level.
Our current funded English and Maths provision is linked to participation in an approved LTP vocational qualification. It is not currently offered as standalone funded learning through this arrangement.
